ABOUT THE SESSION
Abdulmalik Halilu, Director of Planning, Research, and Statistics at NCDMB, brings a wealth of experience in strategic policy development, transformation projects, and innovation frameworks within the Nigerian oil and gas industry. With a strong background in research, logistics, and development, he has played a pivotal role in initiatives such as the Nigerian Oil and Gas Parks Scheme, the R&D Framework, and the Nigerian Content Intervention Fund. Leveraging his expertise from Accenture and national development programs like Nigeria Vision 20:2020, he is set to share his insights on the opportunities and challenges in revolutionizing product development and maintenance—highlighting strategies for innovation, local content advancement, and sustainable industrial growth in the energy sector.
He will share his views on revolutionizing product development and maintenance within the broader context of Nigeria’s energy and industrial landscape. Recognizing the urgent need for innovation and sustainability, he will explore how technological advancement can bridge existing gaps in local production capabilities, while also enhancing operational efficiency and long-term asset performance. He will highlight the major opportunities, including job creation, technology transfer, industrial diversification, and increased local participation. At the same time, he will address the challenges such as funding limitations, regulatory hurdles, skill shortages, and weak linkages between research institutions and industry. Central to his discussion will be the strategy and structural framework of the Nigerian Content Development and Monitoring Board (NCDMB), particularly how it is actively shaping the innovation ecosystem through its targeted policies and initiatives. He will explain how the Board’s Technology Innovation and Incubation model serves as a catalyst for nurturing local solutions, empowering entrepreneurs, and driving R&D to commercialization. By facilitating partnerships, enabling access to funding, and establishing industrial hubs like oil and gas parks, the model aims to de-risk innovation and accelerate market readiness. He will also emphasize the importance of fostering collaboration between government, academia, and the private sector to build a self-sustaining technology base. Through this structured approach, the NCDMB envisions a future where indigenous technologies become globally competitive, and product lifecycle management evolves into a driver of economic transformation.
